En ny bistandsfortelling

The diffusion of aid on a multitude of goals, fashions and stakeholders is ineffective. The gap between goals and promises on one hand and results and reality on the other is glaring. This paper argues that a new political narrative is needed, and that Norway must link its development goals directly to its means.
